STR.8:3 - Forces

A direction must be ambitious enough to offer something worthwhile and grounded enough to expose its dependencies. Too much detail turns a strategic question into an entire realization programme; too little permits an unsupported promise.

Current service, new product work, participant development and changes to enabling means can run at the same time. They have different results and responsible participants while competing for shared time. Separate budgets and plans do not by themselves make the combined work feasible.
