A common comparison basis makes alternatives intelligible, while genuine differences can resist one scalar ranking. Protected conditions, different beneficiaries and unresolved authority may need to remain explicit.
A bounded commitment can preserve future choices, but carrying and switching costs may make immediate commitment preferable. More analysis can expose a reversal while delaying the action that made the option valuable. The comparison therefore includes the cost and timing of both evaluation and realization.
