Start with ADM for the permission, organizational condition or provision that enables someone’s work. Operations Management helps with queues, capacity and competing work. For example, an administrator can establish a person’s access while the operation still needs to schedule the work that access permits.
When participant accounts cannot be reconciled because their meanings or object boundaries differ, SIE.4-SIE.6 supply the needed semantic work. ADM.4 and ADM.10 apply the resulting distinctions to administrative provision and obligations. A disputed assignment can require Organization Change Engineering.
Use SYSE.24 to compare complete ways to obtain an administrative result; ADM.2, ADM.3, ADM.11 and ADM.14 supply the relevant institutional conditions. For the supporting platform, use SYSE.26 to design the user/provider interaction, SYSE.28 to place a control where it can check or enforce the relevant rule, and SYSE.29 for technical migration or retirement.
