A.15.10:5.2 - The recipient receives a conclusion with an obsolete condition
A colleague takes over a comparison of two providers. The working sheet says “A costs 600; B costs 680; choose A”. The underlying calculation includes a 100-unit reuse credit for A. The next task is to confirm the choice for the revised specification.
The recipient recovers the price comparison method and the condition for the credit. The revised specification makes the credit inapplicable. Retaining the unchanged quoted costs, the recipient recalculates A as 700 and compares it with B at 680. With the other selection conditions unchanged, B is now the cheaper option. If another criterion would change the selection, price alone would not settle it.
The handoff did not justify accepting the old choice or rerunning every part of the procurement study. Recovering one condition identified the reasoning that needed revision.
