CB.9:10 - Rationale
A community promise is realised through several people’s work and through resources they may not control in common. Connecting those contributions makes a support decision actionable. Separating the benefit, contribution and authority of each party also exposes conflicts that a single budget cannot resolve.
Voluntary and paid contributions can coexist when their terms are clear and workable. The decisive question is what reliance the arrangement can support. Reopening that question when work or conditions change protects both the useful contribution and people’s ability to choose their participation.
