DOCA.7:10 - Rationale

Development advice combines premises about a subject with a relationship in which someone is expected to help a recipient. Good technical premises cannot repair an unauthorized disclosure or incompatible conflict. Equally, a proper relationship cannot supply a missing development or transfer result.

Separating the two questions makes a useful partial return possible: the service can continue within its supported boundary while one substantive claim remains conditional, or a domain result can survive a change in who may provide the advice.
