GOALS.4:2 - Problem

A red indicator can mean an inadequate method, unavailable capacity, misleading evidence, a difficult but valuable ambition or an obsolete purpose. Each calls for a different response. Green indicators can coexist with an unwanted outcome. Updating a dashboard without deciding what follows leaves the work unchanged; changing a target to fit the observation conceals the original result.
