GOALS.4:4 - Solution

GOALS.4:4.1 - Choose an occasion that can change the work

Recover the current goal, achievement basis, forecast, commitment and means from the working account. Identify which observation could alter the next action and when the response must occur to help. Choose periodic review, event-triggered attention or another suitable timing under C.43:4.5.1. Include the time needed to obtain information, decide, communicate and act. A quarter-end meeting is too late for a dependency that must be secured tomorrow.

Use available data at their actual age and scope. When information is delayed or incomplete, keep that limit in the decision. Ask whether a distinguishing observation could improve the attainable response enough to justify its cost. Continue with a sufficient existing answer or a bounded action acceptable under the remaining uncertainty when that is warranted.

GOALS.4:4.2 - Interpret what happened before selecting the repair

Compare the actual result with the achievement basis and the relied-on explanation. A brief review can connect: what changed, what is now expected, what explains the difference, and which decision follows. Investigate rival explanations only when they lead to different useful responses. The following distinctions direct the investigation.

What changed or failedReceiving response
Evidence is missing, stale or refers to another population.Repair or qualify the observation before making the dependent judgement.
Suitable action was not performed because a needed condition was unavailable.Obtain the condition, change allocation or revise the commitment through its holder.
Performed action does not obtain the expected result.Examine the method and causal assumption; select another way or a warranted inquiry.
The goal is difficult but still valued, and useful means remain available.Keep the aim and revise the next action, help or provision.
The recipient’s need or governing priority changed.Reconsider the goal with the authorized owner and affected participants.
The result is achieved under its actual criteria.Close this goal and make any needed maintenance or subsequent use explicit.

The same observation can affect several relations. A delayed supplier can change a forecast immediately and require a separate agreement about a promised date. Preserve that sequence of meanings rather than pretending the forecast update has already changed the promise.

GOALS.4:4.3 - Compare continuations from the present situation

Consider the alternatives that can improve the current decision: continue, change means, obtain help, narrow or extend the aim, pause with a return condition, or end it. Include completed useful work, still-unfolding effects, remaining costs, displaced goals and commitments. Past effort explains the present state and can supply knowledge; it does not make future expenditure worthwhile on its own.

Distinguish the level of change. Abandoning one means can preserve the end; relaxing a particular target can preserve a wider purpose; ending a goal can release resources for a different purpose. For a pause, say what remains protected, what maintenance or restart costs arise, and what event or occasion makes reconsideration useful. Indefinite silent carryover hides an unresolved choice.

A difficult goal need not be unattainable for another continuation to be preferable. Compare its remaining value and feasibility with the actual alternatives, including what other participants will lose. For human personal aims, use GOALS.6 to include the person’s participation, competing purposes and available support. The owner’s judgement of these values cannot be replaced by a universal persistence score.

GOALS.4:4.4 - Make the change effective and keep history truthful

Obtain the decision or agreement needed for the chosen change. Communicate it to those whose work or reliance changes, including dependent teams absent from the review. Update the current goal, plan, allocation or commitment at its actual owner. Keep the earlier basis and the reason for change where later interpretation needs them. A prospective revision can be justified while the earlier promise was missed.

Close a goal only when its completion test is met or an authorized end has been decided. These are different outcomes. At an end, return the useful result or learning, remaining obligations, released means and any required recovery. Choose a new goal only when the next useful undertaking calls for it. An obsolete aspiration need not be carried into another cycle merely because it is unfinished.

Use OPS.22 for interpretation of operating performance and GOALS.8 for any personnel decision. Recognition notices which premise the observation can defeat. Assurance supports the claimed result, interpretation and authority of the resulting change; a colored status supplies only its defined signal.
