GOALS.5:4.4 - Align through contributions and common means

Use GOALS.3 to reconcile the proposed objectives with service, other goals and shared capacity. Follow horizontal dependencies before finalizing the arrangement. Determine whether a shared objective or linked local objectives best represents the joint result. Use LDR.2 to obtain the actual agreement and OPS.13 for operating reliance. The finished arrangement should let a participant discover who receives their result and whom a change would affect.

Make the relevant goals and current interpretations accessible to those who need them. Explain why information is shared and what remains restricted under its actual grounds. Tools can support visibility, updates and finding neighbors’ goals. Choose them for those functions and integrate with useful existing work; a common tool does not resolve inconsistent definitions or commitments.
