HCD.14:10 - Rationale

An arrangement is revisable because it embodies claims about how a person will develop for later work. The right unit of repair is the smallest assumption changed by evidence, not automatically the whole programme or the person. An explicit test makes a revision useful even while a causal rival survives, provided the claim, cost and protected conditions remain appropriately bounded.
