HCD.15:5.1 - A constructed continuation arrangement for Engineer-E27

Engineer-E27, CapabilityDevelopmentTeam-E27, ReleaseWork-R9, and every observation below are constructed for this example. The case does not establish that ReleaseWork-R9 occurred, that a provider operated, or that E27 developed. Current engineering, safety, release, employment, and specialist owners must supply their own results for operational use.

The intended later-Work family is independent review of AI-assisted mixed physical/software release claims. The work may require configuration-impact reasoning, challenge of plausible wrong AI output, auditable evidence return, justified action or refusal, and bounded safety and maintenance specialist use. The constructed 2026-Q4 window preserves the current configuration, permitted AI conditions, current sources, critical-error criteria, and specialist-return boundary.

The example stipulates one compatible HCD.14 input: familiar review practice remains supported, while weak independent counter-hypothesis generation in unfamiliar AI-error cases calls for replacing one cue-led correction exercise with action/refusal contrasts and one fresh uncued counter-hypothesis case. That is a revision hypothesis, not evidence that the change was authorized, performed, or effective.

The continuing arrangement is:

Preserved	Familiar trace-to-source practice, configuration checking, evidence return, permitted tool access, and required specialist returns remain available under their existing conditions.
Triggers	Reopen independent challenge after a material release-Method or configuration change, a changed AI model or assistance rule, a newly observed critical error, failed unfamiliar transfer or delayed performance, changed specialist access, a source contradiction, or expiry of the bounded qualification window. A quarter boundary alone does not reopen it.
Practice contribution	On a trigger, use one fresh representative case containing a plausible AI claim and a material configuration variation. Obtain E27’s first trace, counter-hypothesis, action or refusal, and specialist return before coaching or AI prompts name the decisive alternative.
Feedback and support	Provide criterion-bearing feedback, one contrasting case, current source access, the permitted AI configuration, coaching, and bounded safety or maintenance specialist access. Record help that supplies recognition separately from E27’s contribution.
Community contribution	A provider review forum may compare anonymized reasoning traces only if facilitation, access, confidentiality, the exact practice question, and a responsible feedback owner are present. Attendance does not count as evidence of E27’s capability.
Evidence and reassessment	Keep first and corrected attempts, critical errors, source/configuration use, unfamiliar variation, support, burden, and unresolved rivals separate. One successful fresh case can retain the local arrangement provisionally; it cannot establish broad transfer, retention, or causal effect.
Burden and authority	The protected learner and provider allocation for one case and feedback round has not been supplied. Return `continuing-arrangement-blocked` for this practice contribution to its allocation owner; resume when an agreed allocation covers preparation, the attempt, feedback and comparison. Extra follow-up needs a separately authorized time, assessor, task, and access arrangement. Release, safety, employment, and provider-operation decisions remain elsewhere.
Stops and returns	Stop if the engineering criterion, current configuration, specialist route, safe case, provider contribution, or authority is missing; return that exact result. Stop the added practice if burden or a protected contribution worsens.

No result is stipulated. Conditional returns keep the arrangement honest:
