HCD.15 — Sustain Continuing Human Capability Development

HCD.15:1 - Problem Frame
Use this when one named person’s programme has ended, or one development assumption has changed, while the later Work, tools, evidence, qualification conditions, or professional expectations for which the person develops continue to change.
Begin with the person, the later-Work family, and the smallest development question that current evidence can reopen. The first useful result is a continuing development arrangement: decision-bearing triggers, real practice and support contributions, evidence and reassessment, protected conditions and burden, owners and authority, and explicit re-entry and stop conditions.
What this buys in practice is responsiveness without ritual repetition. The practitioner can preserve what remains supported, reopen only what changed, and obtain evidence strong enough for the next decision instead of equating annual credits, attendance, community membership, or a booked calendar with continuing capability.
Do not use HCD.15 for a one-off local revision already settled by HCD.14, a whole-programme comparison owned by HCD.2, operation of current Work, organization-holder change, career or employment allocation, clinical treatment, or generic professional-community design. Return those questions to their direct owners.
HCD.15:2 - Problem
Human capability is conditional. Later Work can change through a new Method, configuration, tool or AI system, a new critical-error finding, a changed support arrangement, an expired qualification window, or evidence that transfer or retention no longer reaches the intended use. Programme completion freezes none of those conditions.
Two failures follow. One treats recurring activity as sufficient: the person renews credits, attends a community, repeats familiar exercises, or keeps tool access, while the contribution required in later Work is no longer tested. The other repeats the entire original programme after every change, discarding supported contributions and adding avoidable cost and burden.
A continuing arrangement must therefore say what can reopen development, which contributions can answer that change, what will be observed, who can act, and when to stop or return. It is a designed arrangement, not proof that development Work occurred or that capability changed.

HCD.15:4 - Solution
HCD.15:4.1 - Fix the holder, later Work, and current claim window
Name the human holder, later-Work family, material configurations and conditions, current capability claim, evidence window, continuing-development decision, and consequences that must be protected. State which correct, safe, or useful Work criteria come from target-domain or specialist owners.
Record the current truth posture. A programme design, prior assessment, credential, community record, MethodDescription, or future Work architecture can frame the question. None establishes current capability or an obtaining later-Work occurrence by itself.
If the holder, Work, evidence, configuration, or receiving decision cannot be recovered, return that exact missing value and the observation or owner that can supply it. Do not create a generic continuing-development plan for an unidentified role population and then apply it to a person by label.
HCD.15:4.2 - Recover the smallest affected development question
Use a compatible HCD.14 revision hypothesis or equivalent qualified evidence to identify what can change. Preserve unaffected claims, tasks, feedback, support, provider contributions, accessibility arrangements, and specialist boundaries.
Ask which assumption the new condition defeats. A changed AI configuration may reopen independent challenge while leaving source tracing intact. A failed delayed observation may reopen retention without reopening a demonstrated fresh-task contribution. An unavailable specialist may block one later-Work condition without proving a human deficit.
HCD.14 is one admissible supplier, not a compulsory predecessor. Direct holder- and Work-compatible evidence may open HCD.15. When the available evidence supports only one local revision and no continuing trigger or arrangement question remains, stop at HCD.14.
HCD.15:4.3 - Make triggers decision-bearing
Name the changes or observations that can reopen the affected question. Useful triggers include:
- a material change in later Work, its Method, configuration, tool, AI behavior, or specialist interface;
- a critical error, failed unfamiliar transfer, changed delayed performance, or changed support dependence;
- loss or change of provider, source, supervision, access, fallback, protected time, or permitted support;
- expiry of a qualification or evidence window that matters to the receiving decision;
- a source contradiction or target-domain result that changes the relied-on claim; or
- a newly relevant specialist, safety, clinical, legal, employment, or operating result.
Use an interval only when elapsed time changes evidential reach or the opportunity to contribute in later Work. “Every year” is not a trigger unless the year is tied to a real qualification, source, Work, risk, retention, or access condition. Name both the observation and the decision it can change.
HCD.15:4.4 - Configure the contributions that can answer the question
Select only contributions needed for the affected question. These may include representative practice opportunities, first-attempt capture, information-bearing feedback, coaching, supervision, graduated access, community participation, current sources, provider and specialist contributions, tools and AI conditions, human checking, accessibility support, fallback, and protected time.
For each contribution, state what it supplies, to whom, under which conditions, at what time and load, and what happens if it is absent. A community needs a relevant shared practice, access, facilitation or coordination, and a stated development use; membership and message volume are not development. A provider label or booked hour is not provider capability or operating service.
Keep development opportunities representative enough to expose the affected contribution. Preserve action and justified refusal, critical errors, source and configuration use, and specialist returns where they matter. Do not make the practice task safer by removing the condition the person must learn to notice.
HCD.15:4.5 - Match evidence and reassessment to the receiving use
Specify what will be observed and which inference it may support. Separate the person’s first attempt from feedback-assisted correction; familiar performance from unfamiliar transfer; immediate from delayed performance; normal support from changed or withdrawn support; participation from contribution; and individual evidence from cohort or community reports.
Choose the lightest evidence that can change the current decision. A local practice adjustment may need one fresh discriminating attempt. A safety- or qualification-bearing reliance may need representative cases, critical-error coverage, delayed or perturbed-support observations, qualified criteria, and independent checking.
State the reassessment rule before collecting more data: which observation retains, adapts, narrows, reopens, or stops the arrangement; which rival explanation survives; and what remains unknown. A favourable observation under one configuration does not establish general transfer, long retention, or causal effect.
HCD.15:4.6 - Make ownership, authority, burden, and stops executable
For every contribution and decision, name its owner and actual authorization or missing authority. Distinguish the holder’s participation and consent where applicable from provider allocation, specialist judgement, employment action, release authority, clinical governance, platform access, and programme or learning-product design.
Set cost, workload, protected-time, privacy, accessibility, and service-pressure limits. Include a safe fallback when support or access disappears. Stop or return when the task is unsafe, the target-domain criterion is missing, the provider cannot operate, burden exceeds the agreed limit, the evidence cannot judge the intended contribution, or the practitioner lacks authority for the proposed change.
Avoid continuing assessment merely to maintain a record. If the current evidence is sufficient for the receiving decision and no trigger has fired, preserve the arrangement and return to later Work.
HCD.15:4.7 - Return the arrangement or the exact missing result
The continuing development arrangement records:

Keep the selected arrangement, its authorization, performed development Work, performed later Work, observations, capability inference, and causal-effect claim distinct. Return continuing-arrangement-blocked with the absent value, affected decision, safe boundary, owner, and retry condition when a required input cannot be obtained.
HCD.15:5 - Archetypal Grounding
HCD.15:5.1 - A constructed continuation arrangement for Engineer-E27
Engineer-E27, CapabilityDevelopmentTeam-E27, ReleaseWork-R9, and every observation below are constructed for this example. The case does not establish that ReleaseWork-R9 occurred, that a provider operated, or that E27 developed. Current engineering, safety, release, employment, and specialist owners must supply their own results for operational use.
The intended later-Work family is independent review of AI-assisted mixed physical/software release claims. The work may require configuration-impact reasoning, challenge of plausible wrong AI output, auditable evidence return, justified action or refusal, and bounded safety and maintenance specialist use. The constructed 2026-Q4 window preserves the current configuration, permitted AI conditions, current sources, critical-error criteria, and specialist-return boundary.
The example stipulates one compatible HCD.14 input: familiar review practice remains supported, while weak independent counter-hypothesis generation in unfamiliar AI-error cases calls for replacing one cue-led correction exercise with action/refusal contrasts and one fresh uncued counter-hypothesis case. That is a revision hypothesis, not evidence that the change was authorized, performed, or effective.

No result is stipulated. Conditional returns keep the arrangement honest:

HCD.15:5.2 - A professional credit rule is not yet an arrangement
A professional body may require annual credits. That rule can supply a qualification or re-entry condition, but it does not identify the person’s changed later Work, the affected development claim, representative contribution, provider capability, transfer or retention evidence, burden, or response to failure. Use the rule as one external condition and build the HCD arrangement only when those human-development values are recoverable.
HCD.15:6 - Bias-Annotation
Recency pressure can make every new tool, source, or incident look like a reason to retrain. Ask which exact holder claim and receiving decision the change can affect, then preserve the rest. Conversely, familiarity with a credential or annual schedule can make repeated activity look safer than a claim-sized reassessment.
Community and provider visibility create another bias: participation is easy to count, while independent transfer and critical errors are harder to observe. Keep activity useful as an arrangement contribution without upgrading it to capability evidence.
HCD.15:7 - Conformance Checklist
- One exact human holder, later-Work family, material conditions, evidence window, and receiving decision are explicit.
- The affected development question and preserved claims come from compatible evidence; no PatternID order is used as evidence.
- Re-entry uses Work- or evidence-bearing triggers; any cadence has a material justification.
- Practice, feedback, community, source, provider, specialist, support, tool, access, fallback, and protected-time contributions are named only when needed and have owners.
- First, helped, unfamiliar, delayed, changed-support, critical-error, burden, and participation observations stay distinct at the strength the receiving use needs.
- Proposal, authorization, performed development Work, later Work, observation, capability, and causal effect remain separate.
- Burden, privacy, accessibility, safety, cost, workload, authority, re-entry, stop, return, and retry conditions are executable.
- The arrangement or blocker changes a real decision without claiming permanent capability.
HCD.15:8 - Common Anti-Patterns and How to Avoid Them

HCD.15:9 - Consequences
The practitioner gains a continuing arrangement that can reopen from changed Work and evidence while preserving what still works. Resource owners can see the access, provider, specialist, tool, time, and fallback contributions they must actually supply. The holder can see which observations matter and when recurring activity can stop.
The cost is explicit maintenance of conditions and evidence. Some arrangements will return a missing provider, source, authority, safe task, or observation instead of another activity. A local positive result may remain narrow, and continued reliance may require later transfer, retention, or changed-support evidence.
HCD.15:10 - Rationale
Continuing Human Capability Development is necessary because the capability claim and its later-Work conditions can change after an initial programme. Its proper object is therefore the holder-specific arrangement that relates decision-bearing changes to development contributions and evidence, not a calendar or an assertion of permanent capability.
The smallest affected-question rule preserves supported value and keeps burden proportionate. The explicit result distinctions prevent a designed opportunity, provider activity, participation record, or successful helped attempt from standing in for performed development, later-Work contribution, capability, or effect.
HCD.15:11 - SoTA-Echoing
Working question: how should continuing workplace development remain responsive to changed Work without equating recurring instruction or participation with capability?
Selected line — adopt and adapt. Kraiger and Ford’s science of workplace instruction review is the best-known-line candidate for the evidence spine used here: instructional events, learner activity, learning outcomes, transfer, and job performance remain different, while learner, design, work environment, opportunity, and support condition the result. HCD.15 adapts that line in §§4.1–4.7 by connecting one changed later-Work or evidence condition to a holder-specific continuing arrangement, explicit re-entry, owners, burden, and reassessment. The review does not supply one cadence, intervention, or E27 trajectory.
The serious default is annual-credit, repeat-course, or membership-based continuation. It is cheaper to administer, but it cannot show which development claim changed, whether the relevant contribution was elicited, or whether it survived unfamiliar, delayed, or changed-support conditions. HCD.15 rejects activity count as the capability inference while retaining a credit rule, course, or community as a bounded contribution or external condition when it genuinely changes access or qualification.
Matsuo and Tsukube’s cognitive-apprenticeship review, Wiese, Kilty, and Bennett’s realist synthesis of supervised workplace learning, Abedini, Abedin, and Zowghi’s review of adult online communities of practice, and Brooks and colleagues’ community-support study support bounded modeling, coaching, supervision, access, facilitation, platform, and coordination questions. They are contribution and boundary sources, not evidence for a universal provider form, transplanted clinical governance, community effect, or this holder’s capability. This comparison changes §§4.4–4.6 and the participation checks in §§5 and 7.
The selected line accepts more case-specific work than counting attendance, but it is no worse on actionability and better on evidential truth, local repair, protected conditions, and safe returns. Reopen the comparison if stronger current workplace-development evidence supplies an equally truthful lower-burden arrangement, or if a changed population, Work family, provider form, support condition, measure, horizon, or serious alternative defeats one of the relied-on contribution claims.
HCD.15:12 - Relations
HCD.14 may supply a bounded revision hypothesis and affected evidence when holder, later Work, conditions, and evidence window are compatible. HCD.15 uses that result only as a decision input; it still establishes triggers, contributions, access, provider conditions, burden, authority, reassessment, and stops. Equivalent qualified evidence permits direct entry.
HCD.1–HCD.13 may supply the holder, later-Work demand, target, programme, Method, task, support, practice, performance, transfer, retention, and evidence values they each govern. HCD.15 preserves their results and does not reconstruct an unavailable one. E.23.CDI supplies the cross-holder development spine under its own entry conditions; HCD.15 supplies the human-specific continuing arrangement.
Observed use of an HCD.15 arrangement may later supply HCD.16 with qualified human-development evidence. The designed arrangement, attendance, community membership, or provider report is not by itself evidence of Method fit, transfer, retention, or worth. HCD.16 remains independently enterable from another exact evidence change.
HCD.2 owns whole-programme comparison. OPS owns operation of current Work. OCE owns organization-holder change and organization culture. Strategy, advice, Administration, Learning Product, clinical, employment, safety, legal, provider, platform, and target-domain owners retain their direct decisions, Methods, services, access, correctness, and authority. HCD.15 consumes or returns their exact results without transferring ownership.
