HCD.16:1 - Problem Frame

Use this when one exact Human Capability Development Method or status-preserved candidate and one human-development claim face evidence that can change their disposition for a named repertoire use. The trigger may be a changed learner population, later Work, provider, tool or AI condition, source claim, transfer or retention result, safety boundary, or serious alternative.

Begin by naming the exact Method or candidate, its current status, the claim that can change, and the bounded use for which the repertoire decision matters. The first useful result is a current HCD repertoire slice stating the strongest supported use and its limits. Retaining that use, narrowing a claim, leaving a comparison unresolved, or stopping a use at a real protection limit can finish the present question. When a change or inquiry is justified, assign adopt, revise, branch, retire, or a selected further probe; insufficient evidence alone does not select a study.

What this buys in practice is local, evidence-bearing change. A practitioner can stop preserving a Method by school loyalty or replacing it by fashion, while keeping Method identity, candidate status, provider conditions, evidence reach, and target-domain authority honest.

Do not use HCD.16 for generic Method recovery, construction, admission, description, variant identity, provenance, trial, fit, worth, introduction, or Method-Engineering culture. Use Method Engineering for those results. Do not open HCD.16 merely to update a bibliography, rebuild a publication, choose one local option, or declare an already-grounded selected set.
