HCD.16 — Keep Human Capability-Development Method Claims Current

HCD.16:1 - Problem Frame
Use this when one exact Human Capability Development Method or status-preserved candidate and one human-development claim face evidence that can change their disposition for a named repertoire use. The trigger may be a changed learner population, later Work, provider, tool or AI condition, source claim, transfer or retention result, safety boundary, or serious alternative.
Begin by naming the exact Method or candidate, its current status, the claim that can change, and the bounded use for which the repertoire decision matters. The first useful result is a current HCD repertoire slice stating the strongest supported use and its limits. Retaining that use, narrowing a claim, leaving a comparison unresolved, or stopping a use at a real protection limit can finish the present question. When a change or inquiry is justified, assign adopt, revise, branch, retire, or a selected further probe; insufficient evidence alone does not select a study.
What this buys in practice is local, evidence-bearing change. A practitioner can stop preserving a Method by school loyalty or replacing it by fashion, while keeping Method identity, candidate status, provider conditions, evidence reach, and target-domain authority honest.
Do not use HCD.16 for generic Method recovery, construction, admission, description, variant identity, provenance, trial, fit, worth, introduction, or Method-Engineering culture. Use Method Engineering for those results. Do not open HCD.16 merely to update a bibliography, rebuild a publication, choose one local option, or declare an already-grounded selected set.
HCD.16:2 - Problem
Human-development Methods are often named at the wrong grain. “Coaching,” “deliberate practice,” “apprenticeship,” “retrieval,” or “AI tutoring” can hide different operations, learner conditions, supports, providers, tasks, and evidence claims. A new source, tool version, or local success is then used either to replace the whole repertoire or to preserve it unchanged.
Both reactions lose decision value. A source may contradict only one mechanism claim, one population branch, or one assisted-performance inference. A local failure may concern provider capability, access, assessment, or target-domain correctness rather than reusable Method semantics. Conversely, a reassuring average can conceal a critical error, failed transfer, weak retention, or dependence on support.
HCD.16 keeps the evidence question human-specific while returning Method identity and generic repertoire maintenance to Method Engineering. It changes only the exact HCD claim and bounded repertoire use that the evidence can defeat.

HCD.16:4 - Solution
HCD.16:4.1 - Fix the repertoire use and exact claim
Name the practitioner or steward, decision owner and authority, bounded repertoire use, target human capability, later-Work family, learner or practitioner population, material conditions, evidence or qualification window, and protected consequences.
Identify one exact HCD Method or candidate and one claim whose disposition can change. A useful claim names the intended action or contribution, population, task or Work, practice and feedback conditions, provider and support, measure, horizon, and inference. “The Method works” is too coarse.
If the repertoire use, subject, status, or claim cannot be recovered, return that missing value. Do not manufacture an HCD disposition from a school name, source citation, carrier, prompt, tool, or local activity label.
HCD.16:4.2 - Recover Method and candidate status from Method Engineering
Recover the Method or candidate status and the reusable semantics needed to identify the present claim. Obtain admission, description, variant lineage, provenance, generic trial, fit, worth, introduction or currentness results from their direct Method-Engineering owners only when this bounded HCD judgement consumes them. Preserve every candidate as a candidate until independent Method admission obtains.
A changed file, source, prompt, support configuration, tool, provider, or local Work deviation does not create a Method variant. When the evidence suggests changed reusable semantics, return the exact changed operation, dependency, entry or stop rule to ME.15. When it concerns description, support, introduction, or performed Work, return it to the corresponding direct result instead.
HCD.16 consumes these results to know what it is evaluating. It neither admits a Method nor retires one universally.
HCD.16:4.3 - Bind human-development evidence to the correct conditions
For the exact claim, recover evidence about the target action, learner starting state, representative later Work, practice and feedback, distribution and delay, unfamiliar transfer, retention, assessment, provider capability, support and AI conditions, critical errors, burden, and protected consequences at the strength the decision needs.
Keep these evidence states separate:
- assisted practice performance;
- unassisted performance after practice;
- performance under changed or withdrawn support;
- same-job performance after prior assisted exposure;
- unfamiliar same-family transfer;
- transfer to other Work;
- delayed retention under stated intervening practice; and
- provider, cohort, service, organization, or product outcomes.
Evidence for one state may motivate a probe in another; it does not fill it. A provider’s capability, a deployed tool’s productivity effect, or a learner’s corrected answer is not the human capability claim by substitution.
HCD.16:4.4 - Compare the current claim with serious alternatives
State the smallest contradiction, missing evidence, or changed condition. Compare at least the current claim, the serious alternative that would change the disposition, and the consequences of retaining, narrowing, branching, or withdrawing the claim for this use.
Ask whether the apparent problem lies in:

Reopen only the locus that consumes the changed basis. A newer publication date, renamed school, improved interface, or changed carrier does not reopen an unaffected HCD claim.
HCD.16:4.5 - Settle the current result before selecting further inquiry
First state what the available evidence supports for this repertoire use and which comparison remains unresolved. Retain supported practice, narrow an unsupported claim, or stop a use whose real protection condition is not met. None requires designing a study merely to finish the current account.
Select further probe only when a new observation is obtainable in the relevant window and could change the disposition enough to warrant its whole burden. Include designing and describing the inquiry, learner and provider time, preparation, practice, feedback, comparison, delay, specialist access and displaced development or protective Work. A plausible discriminating question does not itself supply people, authority, time or access. Use C.11.DUA when that evidence-demand judgement needs appraisal.
For a selected probe, specify the person’s first attempt, allowed help, representative change, source and tool conditions, provider contribution, delay or support contrast when material, critical-error condition, protected contributions, complete burden, stopping rule and decision-changing observations. Keep the target-domain criteria and safety boundary with their owners. An unavailable or unwarranted probe leaves the strongest supported current result and the dependent uncertainty.
A generic Method trial, Method admission, variant decision, or organization rollout remains with ME or another direct owner. HCD.16 selects only the human-development inquiry needed for this bounded repertoire use. Its selection or design is not an obtained observation.
HCD.16:4.6 - Return the supported slice and any selected change
State the supported current use, narrowed claim, unresolved comparison or real protection stop for the exact HCD repertoire use. For a justified change or selected inquiry, use the following dispositions:

Keep the actual grounds, serious alternatives, uncertainty and change conditions needed by the receiving use in the same repertoire slice. An unresolved comparison is a truthful result when no change or new inquiry is warranted; preserve any independently supported use. Add a probe description only for a selected inquiry. When different claims need different outcomes, keep them separate rather than averaging them into one Method score.
HCD.16:4.7 - Return the current repertoire slice and route stronger results

When several exact already grounded members must be declared for one selector-facing use, pass the members and basis to G.5. When a shipped maintained set, source pack, publication, or other named currentness object needs targeted refresh, use G.11. HCD.16 does not recreate either result for an ordinary claim-sized decision.
HCD.16:5 - Archetypal Grounding
HCD.16:5.1 - A constructed E27 repertoire decision
This replay is constructed. It stipulates the Method and candidate statuses needed to demonstrate the HCD decision; it supplies no real ReleaseWork-R9 occurrence, provider Work, learner observation, Method admission, or effect.
For the bounded 2026-Q4 development use, stipulate one admitted Trace-and-Specialist-Return Method-E27 for developing source/configuration tracing and appropriate specialist return. Its learner attempts a representative review task, traces the claims to the supplied sources/configuration and returns a question to a qualified specialist when the case crosses the stated boundary. A provider gives criterion-bearing feedback; the learner corrects or justifies the response and retries the affected contribution on a changed case. These practice and feedback operations constitute the stipulated development Method; the review operation is the target being practised. Preserve it as admitted only inside the example. Also stipulate two status-preserved candidate accounts: Cue-Led-Correction Candidate-E27 and Counter-Hypothesis-First Candidate-E27. Their names and derivation do not admit Methods or establish variants.
The current evidence question comes from unfamiliar AI-error cases. Assisted correction was accurate after a cue, but no current observation establishes that E27 independently generates and tests a counter-hypothesis before accepting plausible wrong AI output. Trace and specialist-return contributions remain supported in the stipulated earlier cases. The evidence therefore changes only the independent-challenge claim.
For the present repertoire decision, stipulate that a valid comparison would require three learner-hours and two provider-hours in total, including design, task preparation, attempts, feedback and comparison. Only half an hour of provider time remains before the decision; extending it would displace already committed development Work. No adequate new comparison is obtainable in that window. The supported trace and helped-practice uses can remain while the independent-challenge comparison stays unresolved.

Now consider a later decision about offering the independent-challenge use. The three learner-hours and two provider-hours, current criteria, specialist access, participation and authorization are available within the protected window. Distinguishing candidate-supported independent challenge from helped correction can change that offer enough to justify the full burden. Select further probe for this changed condition; the earlier limited result did not require it.
The selected probe uses two matched unfamiliar release-review cases with current stipulated criteria. In each, capture the first trace, configuration hypothesis, challenge, action or refusal, critical error, and specialist return before help. One case then permits the ordinary cue-led correction; the other permits the candidate counter-hypothesis prompt only after the first attempt. A later fresh case under normal permitted support and, only if the decision needs it, a separately resourced delayed or perturbed-support observation can distinguish local independent contribution from helped correction. Stop on missing criteria, unsafe use, absent specialist access, unacceptable burden, or damage to traceability.

HCD.16:5.2 - Unlike evidence states do not select an engineering Method
AI-supported customer service can show deployed equipped productivity and a bounded same-job outage signal. Consulting tasks can show that assistance helps inside one task frontier and hurts outside it. School mathematics can show a difference between assisted practice and later unassisted performance. These are decision-relevant evidence shapes, but their populations, Work, tools, measures, horizons, and providers do not establish an adult release-engineering Method. Use those observations at their supported source scope and narrow the unsupported engineering claim now. An E27-specific independent-learning, transfer or superiority claim still needs compatible evidence; its absence does not commission an engineering study. Keep the current limited use or unresolved comparison, and select a new comparison only for its obtainable, worthwhile contribution.
HCD.16:5.3 - A source contradiction can reopen one claim without opening treatment
An emerging human counterconditioning review can reopen one source-to-claim row about an extinction-learning mechanism. A publication-bias critique can reopen a pooled claim about choice-architecture effects. HCD.16 may return revise, retire, or further probe for an exact HCD use, but it prescribes neither clinical treatment nor public-policy nudging. The specialist domain retains the intervention and outcome decision.
HCD.16:6 - Bias-Annotation
Novelty and prestige can make a new source, tool, model, or school seem repertoire-changing before the affected claim is named. Familiarity creates the opposite bias: a long-used Method is protected from contrary transfer, retention, provider, or critical-error evidence.
Status laundering is especially dangerous. A well-documented candidate, successful local deviation, or newly versioned description can look like an admitted Method. Recover status and reusable semantics from ME before comparing HCD evidence, and keep a favourable HCD disposition bounded to its use.
HCD.16:7 - Conformance Checklist
- The bounded repertoire use, decision owner and authority, population, later Work, qualification window, and protected consequences are explicit.
- One exact admitted Method or status-preserved candidate and one decision-changing HCD claim are named.
- Method Engineering supplies the status, semantics or other result needed by this bounded judgement; unrelated ME evaluations are not prerequisites.

HCD.16:8 - Common Anti-Patterns and How to Avoid Them

HCD.16:9 - Consequences
The HCD repertoire becomes more explicit and easier to repair. Practitioners can identify which Method use remains warranted, which claim changed, which branch needs direct evidence, and which candidate must stay a candidate. Source or tool changes no longer force a global rebuild.
The cost is disciplined evidence binding. Some decisions finish with a limited current use or unresolved comparison; a selected probe consumes real learner and provider resources. A useful local Method can be retired from one use while remaining available elsewhere. Method Engineering, providers, target-domain owners and evidence owners supply only the separate results needed by the particular HCD use.
HCD.16:10 - Rationale
The remaining HCD question is not whether a Method exists in general. It is whether an exact human-development claim remains warranted for a bounded population, later Work, provider and support arrangement, evidence window, and receiving use.
Separating this question from Method admission and generic repertoire maintenance preserves reusable semantics and lineage while letting direct human-development evidence change practice. Claim-sized dispositions avoid both fashion-driven replacement and loyalty-driven stagnation.
HCD.16:11 - SoTA-Echoing
Working question: how should a human-capability-development repertoire change when sources, tools, learner conditions, or direct evidence disagree?
Selected line — adopt and adapt. The best-known defensible line for this bounded question is claim-sized updating that preserves population, task, comparator, measure, horizon, support, provider, and Method status. Brynjolfsson, Li, and Raymond’s deployed customer-support study separates assisted productivity from a noisy same-job outage signal; Dell’Acqua and colleagues’ task-frontier experiment supplies a bounded independent-error challenge; and Bastani and colleagues’ school-mathematics trial separates assisted practice from later unassisted performance. HCD.16 adapts these unlike evidence states in §§4.3–4.6 and §5.2 rather than pooling them into one AI-learning verdict. None establishes E27’s capability, a universal tutor, other-Work transfer, or long retention.
The serious default is repertoire change by newest source, popular school, average score, or tool release. It is cheap, but it loses claim scope and makes a source identity or visible proxy decide what only receiving-use evidence can decide. HCD.16 rejects that default and accepts the extra work of binding evidence because the result is better on critical-error safety, transfer truth, status preservation, and local repair while allowing a supported current use, narrowed claim or unresolved comparison to finish without an unwarranted inquiry.
Bauer and colleagues’ review of counterconditioning and reward-related extinction directions and the Mertens/Maier choice-architecture synthesis and publication-bias critique serve as failure and contradiction evidence: a credible current line may be emerging, heterogeneous, or sensitive to bias without supporting a universal HCD or specialist intervention. This changes the source-row and further probe rules in §§4.4–4.6 and the domain return in §5.3.
Current ME.15 and ME.16 supply the stronger internal alternative for generic Method semantics, lineage, introduction, observations, and maintained returns. HCD.16 consumes those results and rejects duplicating them. Reopen the comparison when stronger direct evidence changes an affected population, Work, learner state, provider, tool, support, measure, horizon, causal limit, or source role, or when an improved Method-repertoire practice returns the same status honesty and local repair at lower decision effort.
HCD.16:12 - Relations
Observed HCD.15 arrangement use and human-development evidence may supply a compatible HCD.16 input. A designed arrangement, attendance record, community membership, or provider activity does not establish Method fit, transfer, retention, or worth. Equivalent direct evidence permits independent entry.
ME.15 supplies admitted Method semantics or a status-preserved candidate lineage, provenance, applicability, evidence positions, currentness, and retirement meaning. ME.16 may supply introduction and later-use observations while keeping target, strategy, description, plan, Work, capability, authority, and outside results distinct. HCD.16 returns only the exact contradicted generic claim, edition, support result, or next action to its ME owner.
HCD.1–HCD.14 may supply qualified demand, target, programme, task, support, practice, performance, transfer, retention, and revision evidence. HCD.16 neither reconstructs nor upgrades those results.
A bounded HCD.16 disposition or status-preserved variation account may supply HCD.17 with one cultural-variation input. It does not establish actual enactment, receiving culture, population prevalence, or intervention authority.
G.5 declares a selector-facing shortlist, ranked shortlist, joint-use set, handoff, abstain, or escalation only after exact members and basis exist. G.11 scopes currentness refresh for a named maintained object. C.11 owns an actual local choice. Clinical, safety, legal, employment, provider, organization, platform, learning-product, and target-domain owners retain their Methods, correctness, service, and authority.
