HCD.17:4.6 - Keep human capability and later Work as a separate consequence

When human capability or later Work is part of the receiving claim, keep its subject, available observation, relevant baseline, evidence window, and uncertainty separate from the cultural predicate. Distinguish an observed current consequence from an expected benefit of a proposed change. Use HCD.11, HCD.12, HCD.13, or qualified equivalents for the claimed performance, unfamiliar transfer, delayed performance, or support-dependence result; a cultural account creates no new capability-development or assessment task by itself.

A positive cultural predicate can coexist with no demonstrated capability change. A favourable capability observation can coexist with an unknown transmission or selection relation. If the decision relies on the cultural intervention causing the consequence, obtain a suitable causal result; timing or co-occurrence is insufficient.
