HCD.17 — Deliberately Continue and Change Human Capability-Development Culture

HCD.17:1 - Problem Frame
Use this when a bounded provider, learner, practitioner, or mixed Human Capability Development population intends to continue or change one observable way in which HCD practice is generated, transmitted, enacted by receivers, recognized, selected, remembered, retained, or lost.
Begin with the HCD Discipline or a smaller named practice, the population, place and period, a truthful admitted-Method or candidate/observed-practice branch, and one testable cultural claim. The first useful result is a supported current enacted-culture or candidate/practice account and a bounded continue, revise, branch, replace, stop, or unknown decision. Keep the evidence limits, uncertainty, and alternatives that change that use. A new intervention, second hypothesis, or later observation is not required merely to complete the account.
Providers and practitioners can continue a sufficiently supported practice or select a useful change to one transmission, receiving-use, recognition, selection, memory, retention, generation, or loss relation. Neither decision turns a carrier or label into field-wide adoption, permanent culture, or improved human capability.
Do not use HCD.17 for one person’s capability, one Method introduction, a learning product’s curriculum or carrier choice, generic cultural-evolution modeling, Method-Engineering culture, organization-holder working culture or change, or a publication and standard history alone. Return those questions to HCD.11–HCD.16, C.36, ME.17, OCE, the Learning Product owner, or the direct publication and institutional owner.
HCD.17:2 - Problem
Human Capability Development is carried through teaching and practice Work, providers, peers, assignments, feedback, assessments, communities, descriptions, tools, repositories, and remembered cases. Those visible subjects make it tempting to say that a school, syllabus, standard, platform, rollout, value statement, or published edition “is the culture.”
The label hides the relation. A document may have been generated and published without being received. A practice may be taught without being selected, recognized, or retained. A mandatory field may be completed without actual development Work. A community may be active without changing the human contribution later relied on.
Deliberate change then becomes ceremonial: publish a new carrier, run an event, or announce adoption and infer that culture and capability changed. The opposite error is to require another experiment after the current bounded continuation is already warranted. HCD.17 separates the cultural claim, population, authority, available evidence, and human-development consequence; it selects a new comparison or intervention for what it can contribute to the receiving use.

HCD.17:4 - Solution
First state what the available basis supports for the named provider, learner, or practitioner population and whether to continue, change, narrow, or stop. A bounded current account can finish with the uncertainty and human-capability limits relevant to its receiving use.
Select a new observation or intervention when its attainable contribution warrants the full effort, delay, participant burden, and displaced development or protective work. Include the cost of proposing and designing it. Retain the substantive grounds in the same account when a later recipient needs them. Actual claims of tested change, later receiving use, retention, or capability keep their own evidence conditions.
HCD.17:4.1 - Bound the HCD practice, population, and decision
Name the HCD Discipline when a current direct result recognizes it, or name the smaller practice with the Discipline claim unresolved. Identify provider, learner, practitioner, transmitting, receiving, recognizing, selecting, remembering, retaining, generating, or losing participants as the predicate requires. State the place, period, later-Work family, qualification window, and bounded cultural-continuation decision.
Avoid “the organization,” “the profession,” or “the community” without participant meanings and a population boundary. A local provider group and its assigned learners can be sufficient. Wider field or organization claims need their own population and evidence.
If the population, period, practice, or decision cannot be bounded, return the exact missing value. Do not compensate with an adoption score.
HCD.17:4.2 - Choose the truthful Method or candidate branch
Use the admitted-Method branch only when one independently admitted HCD Method or variant and actual HCD Work with a grounded enactment relation are recoverable for the current claim. Teaching a MethodDescription, publishing a card, or configuring a tool is not enactment.
Use the candidate or observed-practice branch when the subject is a status-preserved candidate, source-described practice, local routine, card, template, description episteme, or other claim-bearing material. Record independently supported Work facts without calling the candidate a Method, the material a MethodDescription, or the Work an enactment of the candidate whole.
Preserve the branch across the result. If admission, description membership, reusable semantics, lineage, or introduction becomes the live question, return it to Method Engineering. HCD.17 governs the HCD cultural relation, not the generic status repair.
HCD.17:4.3 - State one cultural value and predicate
Identify the development practice whose continuation matters. For a teaching practice, observe how the receiving practitioner teaches; for a learning practice, observe how the learner studies or practises. Keep performance in the target job as a separate consequence. For example, a trainer’s use of a feedback sequence and the learner’s correct professional answer are different observations.
Name the exact value said to be generated, transmitted, received in practice, recognized, selected, remembered, retained, or lost. Then state:
- the transmitting, receiving, recognizing, selecting, remembering, retaining, generating, or losing participant meanings;
- applicability conditions and qualification window;
- a positive case;
- a discriminating negative, failed, inapplicable, unknown, or missing-information case; and
- the decision that a changed observation can affect.
Use an existing direct predicate when it fits. Otherwise retain the lightest truthful bounded relation-bearing claim through the current FPF relation method. A convenient cultural label does not create a relation kind or occurrence.
Record other cultural claims separately. Generation, publication, transmission, receiving use, recognition, selection, memory, retention, and loss can differ in result; do not average them into adoption or maturity.
HCD.17:4.4 - Identify the actual carriers, Work, and participating subjects
Name only subjects and direct relations used by the claim: practice cases, feedback and assessment records, MethodDescriptions or candidate materials with status, publication occurrences, repositories, tools, AI configurations, community or forum Systems, teaching or tutoring Work, provider and learner Work, decision rules, assignments, permissions, authority, access, support, and memory epistemes.
For every claimed actual Work occurrence, identify the performer and apply the direct Work and Method tests. A bundle word such as “programme,” “rollout,” “platform,” or “school” establishes none of its implied subjects or relations.
Select a structure or architecture only when its organization changes the cultural decision. Presence in the carrier list does not prove transmission, receiving use, selection, retention, or capability.
HCD.17:4.5 - Recover the authority and protection needed by the intended action
For an intended continuation or change that requires authorization, name its Agent and exact assignment, permission, or authority predicate, participants, permitted action, scope, positive basis, and protected conditions. A factual account creates no intervention to authorize. Ownership, expertise, sponsorship, project position, assignment, permission, and authority are different.
Return missing-change-authorization when the proposed intervention exceeds the recovered scope, without discarding independently supported cultural claims. Keep organization change, employment, clinical care, provider service, platform administration, learning-product design, privacy, safety, and target-domain authority with their direct owners.
State participation, consent, privacy, access, workload, exclusion, accessibility, service-pressure, and restoration conditions that matter. Stop or revert when the intervention breaches them.
HCD.17:4.6 - Keep human capability and later Work as a separate consequence
When human capability or later Work is part of the receiving claim, keep its subject, available observation, relevant baseline, evidence window, and uncertainty separate from the cultural predicate. Distinguish an observed current consequence from an expected benefit of a proposed change. Use HCD.11, HCD.12, HCD.13, or qualified equivalents for the claimed performance, unfamiliar transfer, delayed performance, or support-dependence result; a cultural account creates no new capability-development or assessment task by itself.
A positive cultural predicate can coexist with no demonstrated capability change. A favourable capability observation can coexist with an unknown transmission or selection relation. If the decision relies on the cultural intervention causing the consequence, obtain a suitable causal result; timing or co-occurrence is insufficient.
HCD.17:4.7 - Settle the continuation and select inquiry only when it contributes
Retain credible hypotheses whose differences could change this continuation or warranted claim. Examples include carrier sufficiency versus coached feedback, formal selection versus local workaround, community participation versus supervisor access, or remembered description versus repeated receiving Work. Do not invent a second explanation to reach a fixed count. An explanation may remain unresolved while the current bounded practice is worth continuing.
Compare retaining the current arrangement, changing one Method/support/assessment/carrier relation, branching for a bounded population, replacing the means, and stopping or reverting where material. Use sufficient existing local judgement and observations for the present decision. Keep the population and evidence limits that matter; no stable population distribution or complete cultural history is required for a narrower claim.
When a material uncertainty, changed receiving condition, or protective concern makes inquiry useful, identify what an attainable observation could change. Compare its whole contribution and burden through C.11.DUA when that demand needs appraisal; use C.11 for an already formed bounded choice and the direct HCD or field Method for the selected inquiry. Recover participants, provider capability, access, resources, opportunity window, and authorization that determine feasibility. For a selected intervention, retain reversibility, burden and protection limits, the discriminating expectation, negative case, and response rule. unknown withholds the unresolved claim, not an independently supported continuation. An unavailable or unhelpful trial does not become a completion task.
HCD.17:4.8 - Return the supported decision and distinguish any later result
Return the supported current account and decision with the grounds and limits needed to use them. When the task includes a tested change or claims a later relation, use the actual Work and observations at the named interval, applying the same predicate to the stated participants or an explicitly changed population. Record positive, negative, inapplicable, unknown, or missing-information without assuming that a repeated label identifies the same relation occurrence. A recommendation to test is not that later result.
When the account must be retained or handed on, use only the positions its actual claims and receiving use need:

Return the exact missing Method status, Work, predicate, participant, evidence, authority, provider, specialist, or later-observation result when it blocks the receiving decision or claimed use. Withhold only that dependent result and retain independently supported practice. A supported cultural claim does not fill another missing claim by proximity.
HCD.17:5 - Archetypal Grounding
HCD.17:5.1 - A constructed E27 cultural-continuation branch
This hypothetical example concerns CapabilityDevelopmentTeam-E27, its trainers and Engineer-E27. All described participants, records and decisions are stipulated.
The provider group prepares release-review practitioners in the stipulated 2026-Q4 period. The intended learner contribution is to generate and test a configuration counter-hypothesis before accepting plausible wrong AI output, while preserving source tracing, critical-error detection, justified action or refusal and specialist returns. The cultural question concerns how other trainers take up the teaching practice used to develop that contribution.
Use the candidate/observed-practice branch for Counter-Hypothesis-First Candidate-E27. Its teaching sequence presents a fresh review case, elicits the learner’s response before giving a cue that names the alternative, provides criterion-bearing feedback, and arranges an informative retry. Keep the candidate’s status; using its materials does not admit a Method. A lead trainer prepares receiving trainers through the scenario card, paired cases, current sources and coached preparation. The receiving trainers then conduct practice sessions with learners.
The primary cultural claim is that the receiving trainers use this teaching sequence in later sessions. A positive case shows a receiving trainer eliciting the learner’s first response before the answer-bearing cue, then providing feedback and the intended retry. A negative case shows the trainer giving the alternative before the learner attempts it, so the session no longer elicits the intended first response. Trainers may use their card and references. The learner may still struggle in a session where the trainer follows the practice correctly; learner success alone also does not show what teaching practice the trainer used.
Keep the teaching materials, preparation, receiving trainer’s session, learner’s attempts and feedback distinguishable in the account. Permitted AI use, source/configuration checks, critical errors and specialist access remain conditions of the practice. Stipulated authority lets one provider steward change arrangements for this provider group; it grants no authority over release decisions, employment, safety or the wider field.
For the unchanged arrangement, stipulate that session records show receiving trainers using the sequence after combined material-based and coached preparation. Their participation, access and protected conditions remain adequate. Return continue for that bounded arrangement: another comparison would take time from useful operation without changing this decision. The records leave preparation by materials alone, long-term retention and wider prevalence unresolved.
Separately, the example may stipulate that E27 produced an uncued counter-hypothesis in a fresh learner attempt while preserving source trace and specialist return. HCD.11 interprets that performance under its conditions. It is not a substitute for the observation of receiving trainers, and it establishes neither broad capability nor the teaching practice’s causal effect.
Now consider preparing receiving trainers with fewer coached sessions. The combined-support records do not settle that proposal. A small protected preparation session is authorized and obtainable; its result can change whether to reduce coaching or retain the present support, and that contribution warrants the whole preparation, teaching, observation and feedback burden. Two hypotheses matter to this selected comparison:

Return a bounded branch proposal: preserve the present arrangement, test the reduced preparation with the authorized trainers, and compare their use of the sequence on equivalent fresh teaching tasks before and after coaching. Record actual help, learner-task criteria, critical errors, source trace, specialist return and burden. If the trainer follows the sequence, assess any learner consequence separately. The proposal completes the decision to try the branch; its result remains to be observed.

A claim about the receiving trainers’ longer-term capability, learners’ transfer or retention, or the intervention’s causal contribution needs its own compatible basis. The cultural result concerns the stated practice, participants, sessions and conditions.
HCD.17:5.2 - CDIO edition history is not enacted HCD culture
CDIO version history can support bounded claims about formal generation, edition, optional-standard introduction, institutional selection, and publication. For one engineering programme, an HCD.17 enacted-culture claim needs the actual provider and receiving population, an admitted Method and HCD Work or an honest candidate branch, one cultural predicate, the participating subjects and evidence for its period, and the capability limits that matter. A claim of later retention needs the corresponding later evidence; a new intervention needs its own authority and useful receiving question.
When those values are absent, return the supported edition or institutional history and the missing enacted-culture evidence. Do not infer “CDIO culture,” prevalence, retention, capability, or effectiveness from the standard or curriculum label.
HCD.17:5.3 - Community activity is one contribution, not the cultural result
An online community can supply access, experience exchange, facilitation, coordination, and professional support. Those contributions may participate in a transmission or recognition hypothesis. Membership, posts, platform availability, or a favourable survey do not establish the cultural predicate, individual capability, long-term retention, or causal effect. Use available evidence for the named receiving or later-practice claim, withhold unsupported stronger claims, and obtain another observation only when its receiving contribution warrants the feasible work.
HCD.17:6 - Bias-Annotation
Institutional prestige and visible carriers make formal editions, standards, schools, repositories, and events easy proxies for culture. Recover the exact value, participants, predicate, positive and negative cases, and available evidence before relying on the label. Later retention or tested-change claims need the observations they assert.
Success in one provider slice creates a scale bias: local receiving use is retold as organizational or field adoption. Preserve the population, period, authority, and unobserved links. Conversely, absence of a field-wide study does not block an honestly bounded current account, continuation, or useful local probe.
HCD.17:7 - Conformance Checklist
- The HCD Discipline or smaller practice, bounded population and participant meanings, place, period, later Work, qualification window, and decision are explicit.
- The subject branch is truthful: admitted Method plus grounded actual enactment, or candidate/observed practice without Method, MethodDescription, variant, or enactment inflation.
- One cultural value and predicate has applicability, a positive case, a discriminating negative or failed case, evidence, interval, and gaps.
- Generation, transmission, receiving use, recognition, selection, memory, retention, and loss are separate claims rather than one adoption score.
- Actual carriers, materials with status, publications, Systems, Work, assignments, permissions, authority, access, provider and support relations are named only when relied on.
- The intended action’s needed authority, scope, positive basis, protection, and burden are explicit. A selected intervention also retains reversibility, stop, and restoration conditions; a current account creates no change to authorize.
- Sufficient current grounds can complete the bounded account or continuation. Credible action-changing rivals and relevant uncertainty remain without a fixed hypothesis count. A selected observation or intervention has an attainable contribution worth its full burden, including design, and feasible participants, capability, access, resources, window, and authorization.
- Claimed human capability, later Work, tested change, or later retention use their own evidence. Missing later observations withhold only the dependent claims; cultural, capability, and causal conclusions remain separate.

HCD.17:9 - Consequences
Providers and practitioners gain a bounded way to continue or change HCD culture without making the word “culture” carry Method status, Work, publication, authority, capability, and effect at once. A sufficiently supported current account or continuation can finish now. Selected interventions remain reversible and informative, and negative, inapplicable, unknown, and missing-information results remain usable.
The cost is narrower claims and the observations required by the claims actually made. A visible standard or community may support only one institutional or carrier fact. Long-term retention and loss require time, and a useful human-capability result may still leave the cultural explanation uncertain.
HCD.17:10 - Rationale
Culture becomes actionable when a bounded account of one value and its cultural relation supports a continuation decision. A later observation is useful when it can change that decision or a warranted claim, not because an account has an unfilled slot. HCD.17 adds the provider, learner, practitioner, development-Work, human-capability, and later-Work distinctions needed for this HCD question after C.36 is recognized.
The truthful subject branch permits learning from candidate and source-described practice without laundering Method status. Separating carriers, authority, cultural claim, capability consequence, rival hypotheses, and causal reliance lets a team improve one relation while leaving unproved links open.
HCD.17:11 - SoTA-Echoing
Working question: how should providers and practitioners deliberately continue or change one HCD cultural relation without treating a school, carrier, event, or formal adoption as the culture?
Selected line — adopt and adapt. Current C.36 supplies the transdisciplinary move: begin with a bounded practice and the cultural relations supported by the available basis, then continue or select a useful change within evidence and authority. Singh and colleagues’ review beyond “social learning” distinguishes several transmission processes and warns that individual acquisition does not prove population continuation. HCD.17 adapts that evidence split with truthful HCD Method/candidate branches, provider and learner Work, and a separate human-capability consequence. The review supplies no HCD intervention recipe, population capability, or E27 result; a new discriminating inquiry earns its place from the actual receiving use.
The serious default is rollout culture: publish a curriculum or standard, train people, count participation, and call later activity adoption. It is administratively cheap but cannot distinguish carrier presence, receiving use, recognition, selection, memory, retention, capability, or causal effect. HCD.17 rejects that compression while retaining each supported publication, institutional-selection, teaching, participation, or community fact under its actual boundary.
Abedini, Abedin, and Zowghi’s review of adult online communities of practice and Brooks and colleagues’ community-support study support facilitation, platform, coordination, access, experience exchange and participation as candidate contributions. They do not establish capability gain or cultural continuation. The CDIO version history is a necessary explicit comparator for formal generation and institutional-selection claims; official status supplies no evidence of receiving enactment, population retention, or effectiveness. These limits change §§4.3–4.8 and the countercases in §5.
Current ME.17 is the strongest nearby reusable Method but governs Method-Engineering culture. HCD.17 consumes its status, predicate, hypothesis, authorization and interval discipline while retaining the HCD-specific action and consequence. OCE.10 governs organization-side participation and target working culture when organization change is current. The selected HCD line costs more than label counting but is better on falsifiability, local authority, harm prevention, and truthful capability boundaries.
Reopen the comparison when a direct source changes the relevant transmission or community claim, when stronger HCD cultural-intervention evidence changes the predicate or probe, when the population, Method status, provider, support, interval, authority, intended consequence, or serious alternative changes, or when another practice returns the same truth and repair value at lower effort.
HCD.17:12 - Relations
HCD.14 may supply a compatible revision hypothesis as one proposed cultural variation. HCD.16 may supply a bounded repertoire disposition or status-preserved candidate variation. Neither result proves generation, transmission, receiving enactment, recognition, selection, memory, retention, loss, or intervention authority. Equivalent direct evidence permits independent entry.
HCD.11, HCD.12, and HCD.13 or qualified equivalents govern the separate human-capability, unfamiliar-transfer, delayed-performance, and support-dependence observations. HCD.17 does not infer them from a cultural predicate.
C.36 governs the generic cultural-evolution question and relation boundary. HCD.17 supplies the provider, learner and practitioner population, actual development Work or truthful candidate branch, the human-capability and later-Work claims actually used, and a bounded continuation or selected intervention. C.11.DUA appraises a questionable inquiry or requirement; C.11 governs an already formed bounded choice. Neither supplies domain inquiry design, Work, evidence, or permission.
ME.17 governs Method-Engineering culture, including its admitted-Method and candidate branches for that Discipline. HCD.17 does not copy ME culture by changing the domain noun; it uses the same status and evidence discipline for a different working problem and first result. Method admission, descriptions, variants, provenance, introduction, fit, worth and generic currentness remain with ME.
OCE.10 governs participation and target working culture when the organizational System and organization-side change are current. OCE.17 governs Organization Change Engineering culture. Learning Product owns curriculum and carrier design. Clinical, employment, safety, legal, provider, platform, publication and target-domain owners retain their Methods, Work, service, evidence and authority.
