The evaluation returns a material-specific next action. A criterion can be repaired before judging a reader; an explanation can be repaired despite expert success; a local return can be fixed while the rest of a route remains usable. Preserving first and helped responses also makes later claims easier to qualify.
Actual reader work costs time and can change the reader’s knowledge. Reuse compatible observations and select new work for its attainable contribution to the receiving use, including reader and provider burden. Source inspection can close a narrow subject defect; missing audience evidence limits the broader claim without erasing that result. Repeated expert agreement cannot fill the audience-dependent gap.
