HCD.2:4.3 - Make the Descriptions Comparable
Describe every candidate on the same decision-bearing positions:

| current configuration | Supported current contributions, protected strengths, unavailable values, uncertainty, and evidence window. |
| intended task closure | Complete tasks and outputs the programme is intended to make attainable, including protected errors and variants. Keep intended attainability separate from observed learning. |
| contribution allocation | Human recognition and performance, reference use, controlled AI help and human checking, specialist returns, and other provider contributions. |
| preparation and sequence | True prerequisites, simultaneous complements, dependency reasons, and any replaceable or optional ordering. Printed topic order is not a capability hierarchy. |
| practice and evidence plan | Representative attempts, permitted help, feedback, correction, retries, changed-condition checks, delayed checks, and the observation each supports. |
| access and provider basis | Actual and assumed sources, tools, AI, people, environments, permissions, capacity, peak load, and missing enablement. |
| resources and displacement | Learner time, provider time, preparation, assessment, transition, tool or material burden, and the useful activity displaced by the change. For concurrent unfinished learning, include the remaining commitments and pause/restart consequences from §4.2a. |
| uncertainty and source limits | Evidence for each expected contribution, unsupported effect claims, transfer and retention limits, and the observation that could change the estimate. |
| continuation | Future options opened, preserved or closed; applicability conditions; the feasible boundary on concurrent learning where relevant; exact constraint or evidence gap; and smallest change that reopens the comparison. |
Unequal detail is itself a comparison gap. Develop only the smallest missing fragment needed to compare the same task, output, conditions, support, and resource coordinates. Do not require complete competing courses when one closed task family can discriminate the alternatives.
