HCD.3:2 - Problem

The common shortcut is to transform “the result was poor” into “the person needs training.” It hides the evidence chain, turns a familiar intervention into a cause, and exposes the person to monitoring or employment consequences without a justified target.

The opposite shortcut refuses any bounded target while uncertainty remains. That makes practical diagnosis impossible even when controlled observations have eliminated the decision-changing rivals. The practitioner needs a conservative result that can name one qualified target, record the explanations considered and any still-plausible alternatives, and return questions for other owners. Eliminating the considered rivals leaves the stated evidence limits and reopen conditions in force.
