A programme can describe excellent practice and still be impossible to run. The teacher may have enough annual hours but not enough time during final assessments. The relevant project data may be inaccessible. A specialist may be available only after the decision deadline. An AI tool may be permitted for public material but prohibited for the learner’s project. A peer group may generate useful questions while lacking the competence or independence required for assessment.
Support is not one undifferentiated resource. Explanation, coaching, task preparation, feedback, technical access, domain checking, independent assessment, and specialist judgement have different competence, timing, privacy, and authority conditions. Replacing one with another can change both the learning activity and the evidence it yields.
The practitioner therefore has to allocate exact contributions, test actual availability and peak capacity, and preserve human checking and fallback rather than treating provider names, aggregate hours, or tool access as proof of an operating arrangement.
