HCD.7:2 - Problem
The common shortcut is provider-by-label: a teacher, mentor, community, apprenticeship, platform, or AI tutor is assumed to supply every support function. The label hides task competence, assessment independence, access, supervision, workload, and the conditions under which the contribution is legitimate.
A second shortcut divides a total by the number of learners. The resulting “hours per learner” can be useful for costing but says nothing about individual contact, concurrency, feedback latency, or a final-week peak. Shared meetings also do not supply additional individual checking merely because more people attend.
A third shortcut treats automated assistance as free capacity. Searching, drafting, or calculating can reduce one burden and create another: prompt preparation, source checking, error challenge, data protection, and fallback. The arrangement needs a contribution account that remains true under actual use.
