HCD.7:10 - Rationale
Development support is a configuration of contributions. Its feasibility depends on the relation among task, provider, recipient, timing, access, capacity, and consequence. Provider names and aggregate resources erase those relations and make substitution look easier than it is.
Separating intended, permitted, available, and received help protects both design and evidence. Explicit human checking prevents automation from hiding labour or reallocating consequential judgement without notice. A precise missing-contribution return gives HCD.8 or another owner a real obtain-or-build question instead of a generic demand for more support.
