HCD.7:9 - Consequences
The practitioner gains a launch boundary grounded in real contributions rather than names or totals. Capacity bottlenecks, data restrictions, assessment independence, AI checking, and fallback become visible early enough to redesign the arrangement or return a precise missing result.
The cost is service-level detail. Provider competence, access, schedules, peak loads, handoffs, and privacy conditions must be checked, and some attractive programme designs will remain disabled. A class design may still need personal adaptation, and an enabled arrangement still supplies no evidence that learning occurred.
