HCD.8:5.4 - Stop the Builder Chain at an Available Contribution

Assessor preparation needs a correct answer key. A domain engineer already has compatible evidence, authority, and time to supply and defend the key. That contribution closes the dependency; HCD.8 does not create a programme to teach the engineer how to train assessors. If no qualified domain result is available, the return names that exact specialist dependency and its effect on assessor calibration.
