HCD.8 - Obtain or Build Missing Human Capability-Development Support with Bounded Recursion

HCD.8:0 - Use This When
Use this pattern when HCD.7 or an equivalent support check has identified one exact missing contribution that prevents a capability-development use: no available teacher can distinguish the protected errors, assessors cannot yet apply the criteria consistently, a safe practice environment does not exist, or another provider or enabling System cannot supply its required result.
The first useful result is a bounded operating development arrangement. The missing contribution has either been obtained from an already qualified provider or created through a provider or environment build, and its operation has been observed on a representative use under the required access, timing, capacity, authority, and consequence conditions. If this cannot yet be established, return the useful preparation already completed and the exact unsupported dependency. A design, set of materials, reserved budget, or completed provider course is not an operating arrangement.
The practical gain is selective recursion. The practitioner can compare obtaining a contribution with building it, prepare the actual provider task, test service operation, and follow a builder dependency only as far as the first result that is genuinely missing. Existing qualified providers and environments are used rather than rebuilt.
Do not use HCD.8 merely because a programme has providers, because a practitioner wants every teacher to complete the same training, or because HCD.7 has not yet checked availability. Use HCD.7 to arrange existing contributions. Use the direct organization, platform, safety, privacy, legal, technical, domain, or operations practice when that owner must create or authorize the missing non-human result; HCD.8 consumes the qualified return without claiming it as human learning.

Recursion here is a finite search for the first unsupported provider or enabling result. It is not a generic claim that one capability creates another, a fixed hierarchy of teachers, or a reason to model every participant and tool.
HCD.8:1 - Problem Frame
A development design can fail after its activities are selected because the arrangement itself cannot do the work. The available teacher may explain the topic but be unable to judge the target-domain error. Two assessors may reach different decisions from the same answer. A simulated environment may exist but lack safe reset or the required configuration. A platform may contain the materials but not deliver the feedback interval promised by the programme.
The visible response is often to create more training, documentation, or technology. That can move effort without closing the missing contribution. A provider may finish preparation and still fail the actual target task; a technically functional environment may remain unavailable at peak time; a new assessor guide may leave judgement disagreement unchanged.
The practitioner needs to bind the build to one missing result, compare obtaining it with creating it, expose only dependencies that block that result, and test actual operation before returning the contribution to the programme.
HCD.8:2 - Problem
The common failure is build-by-label: “train the trainers,” “create a lab,” “add mentors,” or “install a platform.” The phrase names an intervention or asset but not the provider task, service condition, or result that was absent.
A second failure is unbounded recursion. Every provider is treated as needing another provider, every tool as needing a support service, and every service as needing another capability programme. The chain grows because available qualified contributions are not accepted as stopping points and missing relations are replaced by a generic “enables” arrow.
A third failure is readiness by preparation. Materials, credentials, rehearsals, allocated hours, or configured software are counted as service operation. They may be necessary inputs, but none shows that the required contribution can reach its recipient in the intended conditions.
HCD.8:3 - Forces
- Obtaining an existing qualified provider can be fast, while fit, availability, independence, access, and continuity still need evidence.
- Developing a provider can preserve local knowledge and future capacity, while it consumes time and may miss the present programme window.
- Building an environment can make representative practice possible, while safety, data, configuration, reset, maintenance, and authorization remain direct-owner results.
- Standard preparation makes provider work more comparable, while a script can conceal whether the provider can handle a changed case or dispute.
- A recursive dependency view can expose the real bottleneck, while following every imaginable dependency creates delay and false structure.
- One observed operating test gives stronger evidence than a design, while its claim remains bounded to the tested task, providers, conditions, load, and horizon.
- Supported provider performance may be legitimate in the intended service, while it does not establish unsupported or retained provider performance.
- HCD can coordinate a missing development contribution, while domain, employment, safety, legal, privacy, platform, organization, and operations owners retain their own decisions.
HCD.8:4 - Solution
Start from one exact HCD.7 gap. Compare an obtain route with the smallest build route that can close it. Specify the provider’s own target task, prepare only what that task needs, follow only blocking dependencies, and observe the contribution operating under representative service conditions before returning it as available.
HCD.8:4.1 - Bind One Missing Contribution
Record:
- the learner, class, programme, practice, or evidence use that is blocked;
- the exact missing contribution, recipient, required time, output form, criteria, protected errors, and consequence boundary;
- what HCD.7 has already established about available providers, access, capacity, constraints, and fallback;
- the direct owner of each correctness, competence, permission, safety, privacy, technical, or authority result; and
- the smallest operating observation that would let HCD.7 reconsider availability.
Do not replace this input with “we need better instructors” or “the lab is not ready.” Name what the instructor must do or what the environment must supply, for whom, when, and under which conditions.
HCD.8:4.2 - Compare Obtaining with Building
Construct at least one feasible route when one exists:

Prefer neither route by default. An existing provider is not sufficient because of reputation or title, and a local build is not superior because it creates internal capacity. Return the surviving non-dominated route or routes, with unresolved trade-offs for the current contribution, window, burden, risk, continuity, and evidence use; the authorized programme decision remains separate.
HCD.8:4.3 - Specify the Provider or Environment Target Task
For a human provider, state the person’s own target work:
- representative inputs and cases;
- required explanation, feedback, assessment, preparation, coordination, or specialist output;
- criteria and protected errors supplied by the target domain;
- permitted references, tools, AI, colleague or supervisor help;
- required response time, volume, handoff, independence, and authority; and
- current evidence, uncertainty, preparation, first attempt, correction, and operating test.
Use the applicable HCD patterns only for the values actually missing in that provider’s human capability. For an organization, platform, tool, or environment, request the direct owner’s corresponding service, technical, safety, privacy, access, or operating result. Do not redescribe a non-human system as a learner merely to keep the work inside HCD.
HCD.8:4.4 - Expose Only Blocking Dependencies
Read backward from the missing contribution to the first unsupported dependency. A teacher may need a calibrated answer key from a domain specialist; the specialist may need an approved test result; the practice environment may need an isolated data set and a reset function. Ask for the direct result that closes that dependency.
Use A.1.STM’s plain long-mantra map when the builder chain is not yet established: keep the final contribution visible, name supported answers, and stop at the first missing one. Use E.18.NET only when the current question truly needs independently identified transformation-flow structures and exact cross-boundary relation occurrences. A diagram, shared resource, calendar sequence, or word such as “creates” or “enables” does not establish that network.
Stop recursion when:
- an already qualified and available contribution satisfies the dependency;
- a direct owner returns the required result under compatible conditions;
- the current build can proceed without the optional dependency; or
- an exact unsupported dependency, owner, consequence, and retry condition have been returned.
Do not build a provider because that provider appears in the dependency map. Build only a missing result whose absence blocks the selected operating contribution.
HCD.8:4.5 - Prepare and Enact the Smallest Build
Select preparation that addresses the observed provider-task gap: worked examples, modelling, guided practice, criterion comparison, supervised access, a safe sandbox, a calibrated key, tool configuration, dispute rehearsal, or another qualified Method. Preserve the starting attempt and the support received so that preparation is not mistaken for prior competence.
For a human provider, connect feedback to a specific action and obtain another attempt. For an environment or service, test the changed function, access, load, failure signal, and recovery through the direct owner. Materials, schedules, purchased tools, completed instruction, and reserved hours are preparation results; retain them without calling the contribution operational.
HCD.8:4.6 - Run an Operating Test
Observe the intended provider or environment deliver the contribution on a representative but safely bounded case. Preserve:
- the provider, recipient, task, configuration, support, and direct owners;
- the input, output, criteria, protected errors, timing, volume, handoffs, and access conditions;
- the first operating result, any disagreement or failure, feedback, correction, and repeated result;
- actual load, latency, escalation, fallback, and consequences; and
- the exact claim supported, its limits, and the smallest change that reopens it.
A rehearsal against the same memorized example may show procedural compliance but not handling of the required variation. Use a new representative case when the provider must discriminate, adapt, or resolve a dispute. Test the intended support configuration; require unsupported performance only when the provider’s actual task needs it.
An operating test supports a bounded provider or environment contribution. It does not establish that learners received it, learned from it, transferred it to later Work, or retained capability. It also does not make the whole organization, platform, or programme operational when only one contribution was tested.
HCD.8:4.7 - Return the Built Result or Exact Stop
An HCD.8 result contains:

Return to HCD.7 only the contribution and conditions its arrangement needs. Keep provider-development evidence, service-operation evidence, learner attempts, and learner-effect evidence separate.
HCD.8:4.8 - Recognition and Assurance
Recognition. Use HCD.8 when a named contribution is unavailable and the proposed answer is to recruit, prepare, train, configure, build, calibrate, or supervise someone or something. Ask first whether an already qualified contribution can be obtained and what exact operating result is missing.
Assurance. Stronger reliance needs an exact provider target task, qualified domain criteria, truthful starting evidence, a bounded obtain/build comparison, supported blocking dependencies, an operating test under material conditions, direct-owner authorization, and a return limited to the observed contribution. A course completion, asset existence, design review, or one rehearsed answer cannot substitute for operation.
HCD.8:4.9 - What Changes in Practice
A practitioner stops asking, “How do we train all providers?” and asks, “Which missing contribution blocks this development use, can we obtain it, what must the provider or environment actually do, which dependency is first unsupported, and what representative operating result would let HCD.7 enable the arrangement?” Build work becomes finite, testable, and stoppable.
HCD.8:5 - Archetypal Grounding
HCD.8:5.1 - Calibrate Assessors on Three Contrasting Answers
HCD.7 has exposed a missing contribution: assessors cannot yet apply the engineering-case criteria consistently. Their provider target task is to judge a short answer, identify the exact requirement and evidence, preserve supported parts, distinguish a correct bounded use from a resource error or justified request, and resolve disagreement within the final-week assessment window.
Preparation uses three contrasting answers:

Assessors judge independently, then locate each disagreement in the disputed requirement, answer fragment, and supplied evidence. A calibrated specialist result or answer key resolves the domain question; smooth writing or a general impression of the learner does not. The assessors then receive another representative case, such as the same ten-change proposal with only 22 hours. They must reject the now-unsupported promise, preserve unaffected criteria, and invoke the disagreement route within the promised time.
The three examples, key, and reserved calibration hours are preparation. Consistent and timely judgement on the changed case supports the bounded assessor contribution. It does not prove general assessor capability, operation at the whole final-week load, or any learner effect; those stronger uses need their own operating evidence.
HCD.8:5.2 - Obtain a Qualified Provider instead of Missing the Window
A programme needs a specialist to check control-logic errors before practice feedback is released. No local teacher currently has evidence for that contribution. Developing one would take six weeks, while the next practice block begins in ten days. An external specialist is available, but title and contract alone are insufficient.
The obtain route checks a representative answer, the protected-error criteria, access to permitted data, a forty-eight-hour feedback window, the handoff to the teacher, independence, confidentiality, peak volume, and a backup. If the sample operation fits, HCD.8 returns the qualified contribution to HCD.7. Local provider development can remain a later candidate, but the immediate arrangement does not wait merely to prefer an internal build.
HCD.8:5.3 - Build a Safe Practice Environment through Direct Owners
A learner needs to practise a configuration change, but no environment currently permits a safe trial. The build route asks platform and safety owners for an isolated data set, the intended configuration, reset, logging, access control, and a bounded failure test. HCD.8 does not assert that these technical and safety properties exist; it consumes their qualified results.
The operating test has an authorized participant enter the sandbox, perform and reverse the change, trigger the failure signal, restore the baseline, and produce the required record within the practice window. If reset fails or production data remain exposed, the result is exact unsupported dependency, not an almost-ready lab. A stipulated paper case may preserve another learning use, but it is not the missing environment contribution.
HCD.8:5.4 - Stop the Builder Chain at an Available Contribution
Assessor preparation needs a correct answer key. A domain engineer already has compatible evidence, authority, and time to supply and defend the key. That contribution closes the dependency; HCD.8 does not create a programme to teach the engineer how to train assessors. If no qualified domain result is available, the return names that exact specialist dependency and its effect on assessor calibration. The map stops there until the direct owner supplies or authorizes another route.

HCD.8:7 - Conformance Checklist

- An existing qualified provider or environment is considered before a build is selected.
- Obtain and build routes are compared on result fit, time, burden, risk, authority, continuity, and operating evidence.

HCD.8:9 - Consequences
The practitioner gains a finite bridge from an unavailable support design to an actually operating contribution. Existing capacity can be used quickly, missing provider work becomes testable, and a blocked environment or specialist result is returned precisely enough for its direct owner.
The cost is a separate provider or environment case with its own evidence. Obtain/build comparison, preparation, domain criteria, operating tests, disagreement handling, and direct-owner returns consume time. Some development arrangements remain preliminary or blocked rather than being declared ready from their assets.
HCD.8:10 - Rationale
A capability-development arrangement depends on providers and environments that can perform their own work. The learner’s programme cannot make those contributions available merely by naming them. Conversely, an existing qualified result does not need to be rebuilt to satisfy a recursive picture.
Binding recursion to the first unsupported dependency preserves the practical build-the-builder insight without inventing a universal creator relation or fixed levels. Separating preparation from operation, and provider operation from learner effect, gives HCD.7 a truthful availability result while leaving stronger claims with their proper evidence owners.
HCD.8:11 - SoTA-Echoing
The working question is: How should a practitioner obtain or build a missing provider or enabling contribution and establish that it operates for the bounded capability-development use?
The selected best-known line combines an exact provider target task, contribution-specific preparation, representative operating evidence, and a finite dependency return. Kraiger and Ford’s 2021 workplace-instruction review (COG-10) keeps instructional events, learner activity, learning outcomes, transfer, and job performance distinct and makes learner, design, work environment, opportunity, and support material. Matsuo and Tsukube’s 2020 cognitive-apprenticeship review (SOC-02) supplies modelling, coaching, scaffolding, articulation, reflection, and exploration as conditional provider-development moves rather than a complete provider credential. HCD.8 adapts those contributions into the target-task, preparation, and operating-test steps in §§4.3–4.6.
The serious ordinary alternative is asset-first provider development: publish a guide, train every teacher, reserve hours, configure a platform, and call the arrangement ready. It is easier to administer, but it hides which contribution was absent, whether an existing provider was preferable, whether a changed case can be handled, and whether the contribution operates at the needed time and load. HCD.8 retains materials, instruction, and assets as preparation while rejecting them as operation evidence.
Tullis, Goldstone, and Hanson’s 2015 laboratory experiment (COG-11) supplies a bounded warning that assisted practice and later unassisted performance can differ; it does not prescribe unsupported provider tests or a universal fading schedule. Wiese, Kilty, and Bennett’s 2018 clinical realist synthesis (SOC-03) makes task risk, trust, learner position, supervision, and service pressure visible in one clinical setting; its governance does not become a general HCD rule. These limits produce the explicit support configuration, consequence boundary, and direct-owner exits in §§4.3–4.7.
A.1.STM supplies the backward search to the first unsupported builder dependency and the stop at a direct subject pattern. E.18.NET supplies a recursive selected-network account only when independently identified transformation-flow structures and exact cross-boundary relation occurrences are actually needed; neither a dependency sketch nor this HCD result establishes such a network. These are framework architecture contributions, not evidence that a provider or programme works.
The selected line costs more than recording training completion or asset delivery, but it preserves contribution fit, actual operation, direct ownership, bounded recursion, and evidential truth. Reopen it when the missing contribution, provider task, obtain/build options, risk, support, operating conditions, direct-owner result, or serious source changes, or when repeated use shows that a lower-effort operating test preserves the same decision-bearing values.
