HCD.9:4.3 - Observe the Changeable Action

Compare the attempt with the stated criterion and evidence. Locate the smallest action that explains the current difficulty or useful success: the selected source, configuration check, calculation, distinction, causal claim, request, refusal, adaptation, execution, or verification. Preserve uncertainty and plausible rival explanations when the observation cannot distinguish them.

Do not turn one error into a stable trait or broad deficit. An incorrect result may come from the task condition, inaccessible source, support mismatch, misunderstanding, arithmetic, domain knowledge, fatigue, or another factor with different next Work. If that distinction changes the intervention, return to HCD.3, HCD.6, HCD.7, or the direct domain owner before prescribing more repetition.
