HCD.9:4.8 - Recognition and Assurance
Recognition. Use HCD.9 when a learner is about to practise or has produced a result, but the practitioner cannot yet point to the first attempt, actual help, feedback-bearing action, learner correction, and next retry. “Completed,” “received feedback,” and “improved” are warning labels when those facts are missing.
Assurance. Stronger reliance needs a representative task, qualified criteria, preserved support conditions, a safe first-attempt boundary, feedback with usable information, a learner-authored correction, a valid retry, and a conclusion limited to the observed conditions. High-consequence errors need direct domain and authority owners; HCD.9 supplies no final employment, authorization, release, transfer, or retention decision.
