MKT.12:5.2 - Change the decision and the needed inquiry

Now management asks whether the trial reduced total reporting time. The earlier accounts do not identify that causal effect: workload or another process change may have altered the result. Define the comparison and competing explanations before choosing an evaluation design. Existing observations remain useful for constructing that question; they are not upgraded into its answer.

In a learning-service case, the paying employer’s reason for enrolling staff can be studied through the same question discipline. Whether each learner can subsequently perform the work needs an HCD task and observation under stated assistance conditions. A favourable buying story cannot supply that capability judgement.
