OCE.10:4.4 - Perform the intervention and observe both use and cost

Run the smallest meaningful intervention under its agreed conditions. Make the new action and receiving response available at the point where the contribution occurs. Observe use, refusal, non-use, workarounds, burden and the receiving result.

Keep changes to the target arrangement separate from changes in how it is introduced. A repaired access path, protected discussion and new practice exercise can all contribute; their joint outcome does not identify each component’s causal effect.

If the intervention produces harm, overload or a new protection problem, stop or reduce it under its governing rule. If participants reveal a valid flaw in the change, return that flaw to the design or decision owner rather than inferring a capability or motivation problem in the participant.
