OCE.11:4 - Solution

OCE.11:4.1 - Recover the service that the change can disturb

Name the continuing contribution, receiving users, current commitments, operating configuration and interval. Ask the service owner for the applicable coverage, response, protection and recovery conditions and the evidence that supports them.

Identify the particular change contribution and the resources it can consume or interrupt. Do not substitute total staffing, average utilization or a free calendar for the qualified service result. When coverage under variability, a buffer policy or a service-credibility judgement is needed and not supplied, obtain that professional result before relying on it.

OCE.11:4.2 - Account for the overlap at the needed times

With the participating workers and service owner, place the continuing commitments and the complete change burden in the same relevant time and resource view. Include preparation, practice, coaching, dual operation, observation, extra review, exception handling, recovery, catch-up and hand-back.

Keep unlike constraints visible. A holder can have hours but lack the needed capability, authority or access. Another participant’s free time may not substitute. A provider’s availability can constrain the whole attempt.

Use the smallest representation that reveals the collision. A weekly allocation can suffice for one expert; a time-sensitive service may need shift-level or event-level conditions. Do not add unlike resources into one unexplained capacity number.

Use OPS.11.1 when the overlap requires reconstructing a network of transformations, resources and enabling conditions. Keep changes to the product route distinct from changes to who can request, promise or accept the result. Count the change work and its support beside continuing work wherever they occupy the same resource. Reuse an adequate operating model; this coordination method does not require another model of its own.

OCE.11:4.3 - Construct a bounded coexistence arrangement

Combine the direct decisions into a workable overlap. Specify the service coverage to retain, the size and timing of change exposure, available practice/support, the bridge or fallback, the condition for reducing or stopping starts, and what the receiving service owner must obtain at hand-back.

For example, limit a trial to one package, place its protected learning interval where the qualified coach is available, retain the old evidence-return channel until its last consuming obligation ends, and defer further starts when an incident consumes the agreed margin. Each condition must have an effective owner and basis.

Do not repeat a comparison that another Method has already supplied:

  • Use ME.6 for a material co-use choice involving Methods or candidate accounts, including changed order, support, allocation or burden when the Methods themselves stay unchanged.
  • Use OCE.8 when the question is which whole arrangement should obtain the same result.
  • Use OCE.16 when a separately managed change would remove a contribution, access path, authority or support interval needed here. Apply the returned direct result if it already answers the dependency.

If no arrangement satisfies the service and protection conditions, reduce the change, reschedule it, obtain different support, or return the decision to its authorized decision-maker. Do not make the plan feasible by silently assuming overtime or weaker protection.

OCE.11:4.4 - Obtain the decisions that make the arrangement usable

Before the dependent work starts, obtain the current service and change decisions, effective allocations and access, relevant admission or amended commitments, specialist protection results and recovery acceptance.

OPS.5–OPS.7 supply admission, case continuation and bounded priority or commitment decisions. OPS.8–OPS.13 and OPS.19 supply the applicable release, resource, capacity, human-condition, service and combined operating results. Use the result that answers the actual overlap question; request a missing professional result with its contribution, interval, operating conditions, basis for reliance and condition for reconsidering an unavailable input. A resource calculation does not confer authority or make a pending assignment effective.

Verify the operating conditions separately from approval of the change plan. Obtain another employer’s allocation from that employer and renewed officeholder authority under its applicable rules.

OCE.11:4.5 - Operate the overlap and respond to interruption

Observe service and change separately at the points that can change action. Compare actual work and support with the agreed conditions. When a signal is reached, reduce the change slice, stop new starts, use the qualified fallback or begin recovery under the applicable rule.

Treat a hard safety, rights, security or legal condition as a condition, not a spendable reliability budget. A service-specific trade-off requires that service’s own rule and observations; borrowing software percentages does not establish it.

Record what actually happened. Deferred learning or a cancelled probe is not performed work. Failed attempts, missing observations, and unused reserve must remain visible rather than being counted as successful change outcomes. When an interruption invalidates a permission, access condition, support assumption or participant window, renew that input before restarting the defeated branch.

OCE.11:4.6 - Recover and hand back with explicit remaining obligations

Recover the affected service and re-establish the conditions required for restart before resuming the blocked change. Avoid charging the same recovery interval to both service restoration and planned change output. If the original arrangement no longer fits, return to the exact allocation, commitment or co-use decision.

At hand-back, obtain the receiving service owner’s acceptance of the actual configuration, support, capability conditions, open obligations and next reconsideration. Retire temporary support only when its agreed consuming obligations and replacement conditions are satisfied.

Return the actual overlap and service consequences, not merely the plan. An honest result can be “service recovered; the trial was deferred; this missing observation remains open”.

OCE.11:4.7 - Stronger assurance follows the receiving claim

Use the direct operating and professional governors for service capability, safety, fatigue, security, legal authority or reliability. A.10 governs the evidence used; C.11 governs a precise choice claim. If the account asserts dated Work, performer or transformation claims, qualify them through A.13, A.15.1 and the relevant change governor rather than inferring them from an allocation table.

For an ordinary bounded coordination decision, retain only the facts that change the allowed overlap, stop, recovery or hand-back. The Method does not require a portfolio office, a universal capacity model or a new record for every observation.
