People differ in their understanding of a change and in their concerns, attention, capability and circumstances for contributing. A formal assignment alone does not ensure that a difficult question is asked, assistance is obtained or a new skill is used successfully at work.

Obtain the contribution from people able to perform it, observe what it enables in the change work, and arrange its continuation. If it cannot continue, identify the unmet condition.
