OCE.14:2 - Problem
Organizations can preserve an arrangement long after its premises fail, or replace too much after one adverse observation. The former transfers losses to less visible participants; the latter destroys useful contributions and creates unnecessary transition work.
A revised chart, a chosen option and a signed decision are also easily mistaken for the new organization. Assignments, permissions, access, support and actual capability may still be absent. An old arrangement may no longer be recoverable even when its diagram remains available.
The practitioner needs to identify a useful revision subject, compare complete alternatives under current evidence and authority, make the actual decision or relation effective within its scope, and return the work that remains.
