OCE.16:10 - Rationale

The difficulty addressed here is finding a consequential dependency and returning its resolution across separately managed changes. ME.6 already compares Method and candidate-account co-use through order, allocation, support, access, authority, evidence, burden, and other decision-changing structures, including relation-only arrangements with unchanged Methods. OCE.4-OCE.8 and direct domain Methods already own contribution, assignment, enabling, architecture, and arrangement results.

Use OCE.16 when the consequential cross-change question still needs to be found or qualified, or when a direct result still needs to reach the changes that depend on it. The consequential-action probe is smaller than an initiative inventory yet stronger than temporal overlap. Per-change return prevents a locally completed change from concealing a defeated premise without creating a superior authorization.
