OCE.17:4.3 - Distinguish the difficulty before choosing a remedy
Ask which explanation changes the next work. Use the evidence already available; request another contrast only when its possible answers can change the intervention or the scope of the conclusion.

These are competing explanations, not diagnostic labels to assign to people. Several may coexist. A report of difficulty is evidence of that report; its proposed explanation may still need support. Stronger causal reliance uses the appropriate C.28 and professional result.
HCD.3’s observation-first use of Candidate E.23.CAE can help separate an apparent loss from changed conditions or access when its stated conditions hold. Its result is a qualified human target, non-training return or unresolved differential, not a cultural verdict. Candidate E.23.CDI contributes to separately qualified development and transfer uses. Obtain any missing intervention, assessment or learning result from the appropriately qualified provider.
