OCE.1:1 - Problem Frame

Organization change is often named from the inside: a reporting line, function, headcount, technology introduction, merger programme, or leadership concern. Yet the reason for changing usually lies in a contribution outside that description: safer service, shorter evidenced delivery, restored reliability, a different customer outcome, or a new regulatory result.

Starting from the inside hides cross-boundary Work and can smuggle the preferred intervention into the problem. A bounded focus keeps the contribution, organization, affected Work, authority, and consequences visible before concepts are generated.
