OCE.1:10 - Rationale

An organization-change decision concerns the relations that need to change among actual Systems and Work. Beginning with outside contribution protects the reason for change while System and consequence recovery prevent an inside-only view. The pattern stops before concept generation because a bounded focus is already useful.
