The focus makes later recovery and concept generation answerable and reveals when the useful next result belongs outside OCE. Some requests narrow sharply or stop because the contribution, organization, authority, or consequence path is unsupported.

The cost is early disagreement about boundaries and evidence. That disagreement occurs before a target organization accumulates commitment and sunk cost.
