• The governed result, receiving use, situation, horizon, and acceptance basis are stable enough for same-result comparison, or the exact premise return is named.
• The organization, contribution, representative Work family, affected Systems, authority boundary, protected conditions, and evidence window are explicit.
• The obtaining baseline and exact limiting contribution or relation are grounded.
• Current and missing participant perspectives are connected to the exact candidate, assumption, protected condition, comparison position, or return they change.
• The baseline and all five arrangement families were considered, with value-based rejection or non-option status.
• Only complete-enough whole ways under one parity basis enter the OptionSet.
• The best applicable solo configuration remains visible when a synergy claim is material.
• Work family, WorkPlan, actual Work, intended performers, actual performers, supports, and configuration claims remain distinct.
