OPS.12:5.1 - PumpWorks obtains relief or changes the promise
This constructed case concerns four ready test packages, each requiring two rig-hours. Six hours are available. In the adverse scenario, one planned package needs one additional two-hour test and then passes; all other planned packages pass first time. Two completions and the repeat fit six hours. Three completions and the repeat need eight.
The resource owner offers two more rig-hours. The supplied staffing arrangement requires the current operator to leave rig duty after hour six so that protected recovery and subsequent incident duty remain possible. The operation must maintain its stated incident coverage. These are conditions of this case, not a universal safe-hours rule.
| Alternative | Human and service consequence | Decision |
|---|---|---|
| Keep the current six-hour window. | The operator’s recovery and incident arrangement remain intact; the adverse scenario supports two completions. | Use this baseline while another feasible arrangement is unresolved. |
| Extend rig work using the same operator. | The extension conflicts with the supplied recovery and incident-duty conditions. | Reject this staffing arrangement. More completed tests cannot compensate for the conflict. |
| Extend to eight hours with qualified relief for the extra work. | The original operator’s conditions can remain intact, and three completions fit the stated adverse scenario. | Return a feasible staffing proposal, conditional on confirmed relief, the required handover, access and financial authorization. |
The operating practitioner first asks the staffing authority for qualified cover of the extension and confirms that the handover fits the stated plan. If cover or authorization is unavailable, the service promise must use a feasible plan. Four completions with one repeat still require ten rig-hours.
For the extended plan, the immediate observations concern the actual relief, handover, recovery and incident coverage. A report that the shift was manageable adds one observation to the continuation decision, alongside evidence of actual cover and recovery. It cannot by itself establish a health effect or general safety of longer shifts.
Laboratory test permission and field release remain separate decisions. The extra person supplies operating capability; that assignment does not decide safety question S19 or authorize release candidate R42.
