OPS.13:1 - Problem frame
Use this when someone needs a credible service promise, an existing commitment has become doubtful, or a resource change could alter what the operation can deliver. The question may concern test evidence by Friday, timely patient service, an incident response or accepted outputs from an assisted workflow.
Begin with the result the recipient needs and the promise being considered. Recover its scope and deadline, then test what work, resources and outside results it requires. The first useful result is a supported commitment agreed by the authorized parties, an explicit revision or refusal, or the precise missing decision that prevents agreement.
This pattern concerns service commitments within continuing operations. Capacity analysis supplies one input; the promise also depends on acceptance, protected conditions, dependencies and authority. If an individual job fits an already supported service arrangement, use the ordinary admission method. A disputed engineering, clinical, staffing or safety result requires the corresponding qualified practitioner.
