OPS.13:2 - Problem

A target can become a promise in conversation without the parties deciding what is included or whether the operation can support it. Average capacity can hide a missed time window, an unavailable skill or a downstream acceptance delay.

The reverse failure treats any uncertainty as a reason to avoid a useful commitment. The operation needs a promise whose scope and conditions fit the evidence, together with a clear action if those conditions change.
