OPS.13:10 - Rationale

A resource calculation answers what work can fit under its assumptions. A commitment also establishes who undertakes what for whom. Connecting these claims preserves both the practical scheduling evidence and the parties’ decision.

Starting with a simple bound prevents needless forecasting when the plan is already impossible. Adding scenario or statistical depth only for the required claim preserves an affordable first result while allowing stronger assurance where the consequence needs it.
