OPS.13:9 - Consequences

The responsible parties can make a useful promise with explicit grounds, or offer a concrete alternative that the recipient can decide. Capacity, protected human conditions and acceptance become parts of one service choice.

The supported promise may be narrower, later or more expensive than the requested target. Some uncertainty can remain even after a sound decision. Timely observation and agreed responses make that uncertainty manageable without presenting the forecast as certainty.
