| Force | Practical tension |
| recipient need and feasible service | The desired result can exceed the available work, resources or authority. |
| nominal capacity and usable windows | Enough total hours can coexist with an impossible sequence or conflicting assignments. |
| efficiency and recovery | Fully loading normal work can consume the reserve needed for an accepted adverse scenario. |
| stable promises and changing conditions | Resource loss or rework can require timely renegotiation while the existing obligation remains in force. |
| useful commitment and uncertainty | A bounded scenario can support a conditional plan; a probability claim needs a matching forecasting basis. |
