OPS.20:10 - Rationale
Cultural continuation is a relation question about identified values and participants, not a property inferred from a framework name or artifact count. By making the positive and failed cases explicit, practitioners can see whether the next action should change access, recognition, support, authority, applicability, or the Method itself.
Credible action-changing explanations help prevent a ritual intervention. Carrier sufficiency and replay-plus-authority dependence can call for different observations, but distinguishing them is not required for every bounded continuation. A small reversible probe is selected when its attainable contribution warrants its burden, without claiming control of the whole practice or unsupported causality.
Keeping the Method, description, carrier, Work, claim, evidence, and consequence separate also preserves the earlier Operations results. OPS.16 can remain a valid local Method decision while OPS.20 finds that receiving enactment failed in one population. A population observation can inform the repertoire without silently rewriting Method identity or service authority.
