OPS.20:9 - Consequences

Operations practitioners can deliberately continue or change practice without treating every rollout signal as culture. A testable predicate, bounded population and current evidence support a qualified decision now; a new discriminating observation is selected when it can improve that use enough to warrant its feasible work.

The method also preserves useful local knowledge. A card, replay, field, forum, or authority reminder can remain in the retained set for the use it supports even when another shift, unfamiliar case, long-term retention, or causal explanation remains unknown.

The cost is narrower language and the evidence required by the actual claims. Retention and loss can require longer intervals, and separate service or human consequences may need specialist Work. Neither a current account nor an unavailable future observation authorizes an unsupported population change.
