Bjarte Bogsnes, Implementing Beyond Budgeting, second edition (2016), chapter 4, printed pp.142–159, develops translation from direction to local contributions, indicator selection, target difficulty, peer comparison and the possibility of working without numerical targets. Those historical practice accounts inform §§4.1–4.5. This pattern retains their constructive questions while making comparison limits, shared provision and the first supported action explicit. The book supplies neither a universally correct stretch level nor evidence that one scorecard works for every operation.
The shared source discussion qualifies this line with the later study of budgets and forecasts. Keep a budget or reporting rhythm when its function remains useful. Reopen the selected construction when ordinary use shows that the aim no longer guides a useful contribution, the comparison conceals changed conditions, or its actual consequences again suppress the information needed for action.
