OPS.21:10 - Architectural Rationale

Direction, observation, ambition and response are connected because each can defeat the others: a useful purpose can be measured badly, a sound measure can receive an arbitrary target, and a meaningful target can be used as an unsupported promise. The construction keeps these joins visible while allowing an adequate supplied result to enter directly.

A fixed quota is simpler when a stable, meaningful requirement and its use are already settled. A peer comparison can reveal opportunities that an internal baseline misses. A non-numerical contribution can guide work whose useful result is poorly represented by a count. Choose among them by the receiving decision and evidence, rather than making any one a universal management system.
