OPS.21:6 - Bias-Annotation

People who set targets may prefer what their own reporting can observe. Participants may negotiate an easy baseline or omit burdens borne by neighbors. Ask the receiving parties about those effects. Participation can improve the construction without establishing equal influence or eliminating conflicts of interest.

Ambition is a judgement about worthwhile effort under uncertainty. It is not evidence that people will be motivated, that an expected improvement is attainable or that a more demanding number is always better.
