PSD.14:4.3 - Generate and compare follow-up arrangements

Consider genuinely different ways to obtain a useful return. Possibilities include a recipient-owned scheduled review using existing evidence, a targeted specialist test before a commitment, event-driven notification with qualified interpretation, or a coupled arrangement combining targeted tests with a limited route for unexpected changes. A justified one-off return with no continuing service may be enough for a short, low-consequence use.

Compare coverage of the material questions, detection and interpretation delay, uncertainty, participation, observer independence where required, effort, confidentiality, cost, and the feasible receiving response. Do not maximize the number or frequency of indicators. A technically precise observation is of little use if no authorized or competent receiver can act on its meaning in time.

Targeted monitoring tests a named question; broader observation can reveal unexpected change. Their balance is a design choice for this decision. The distinction is supported by the current environmental decision-support discussion in Manley, Povak, Reynolds and Hessburg (2026), Discussion / “Change is inevitable, learning is critical”; it supplies neither a universal monitoring mix nor an effect guarantee for other domains.

Use a PSD.16 conflict/facilitation-architecture result only if it constrains this design choice. For example, a material participant correction must reach the analyst before the comparison is used, or an observer cannot also carry an incompatible facilitation burden. The constraint does not choose the follow-up arrangement. Generate and compare alternatives that respect it; return to PSD.16 only when the underlying interference itself needs a different decision.

Use A.22 when the selected organization of independently identified constituents and obtaining relations is itself the subject of a structure claim. A proposed arrangement remains a design description until the required participants, access, assignments and relations are established. A diagram or a filled table does not establish the arrangement, its adequacy or its work.
